Overview:
Develops, maintains, and monitors the Ground Operations Safety Program in alignment with GACAR Part 5, ICAO SMS standards, and IATA ground handling best practices. Works closely with Ground Operations, Ramp Services, Cargo, Fueling, and Terminal Operations to proactively manage ground safety risks, conduct incident investigations, and implement continuous improvement initiatives. Ensures that changes affecting ground operations undergo safety risk assessments prior to implementation.
Responsibilities:
- Oversees ground operations safety initiatives, including hazard identification, risk management, safety assurance, and promotion activities. Ensures compliance with regulatory and organizational SMS and ground safety standards.
- Conducts detailed investigations into ground incidents, ramp accidents, fueling events, and cargo handling issues. Prepares investigation reports and recommends corrective/preventive actions.
- Facilitates regular Ground Operations Safety Review Board (SRB) meetings, monitors ground safety performance indicators (SPIs), and ensures documentation and tracking of safety issues to closure.
- Develops and delivers ground safety briefings, safety alerts, and targeted awareness campaigns to enhance ground personnel safety culture.
- Monitors and analyzes ground handling reports, ground damage reports (GDRs), and safety findings to detect trends and recommend preventive measures.
- Supports risk assessments for ground operations, including new equipment, procedures, and facility modifications to ensure safe practices.
- Conducts audits and inspections focused on ground operations safety, ensuring compliance with GACA regulations, ICAO Annex 19, IATA Ground Operations Manual (IGOM), and internal policies.
- Analyzes operational safety reports related to ground activities to identify safety gaps and drive continuous improvement initiatives.
- Liaises with regulatory authorities (GACA, ICAO), external auditors, and ground handling service providers to maintain compliance and promote best practices in ground operations safety.
- Promotes a positive ground safety culture by publishing newsletters, issuing safety bulletins, and conducting ramp safety days and awareness workshops.
Qualifications:
- Bachelor’s degree in Aviation Management, Safety Management, or a related field.
- Minimum 5 years of experience in ground operations, ramp operations, airport services, or aviation safety management.
- Strong knowledge of GACAR Part 5, ICAO Annex 19, and IATA IGOM standards.
- Experience conducting ground safety investigations, risk assessments, and incident root cause analysis.
- Familiarity with Ground Damage Reporting systems and ground safety risk assessment tools preferred.
- Proficiency in safety management systems and data analysis software desirable.
